Since Blizz try to kill Remulos with free transfers to Arugal and totally destroyed raiding by this, make it fair to PvE players with a World PvP switch set to off. I am sure everybody will transfer to Arugal this way. Ones a PvE player set the World PvP switch to on, there is no way back to off. That ensures there is no abuse of the on/off function of World PvP. Technically that is not that hard to do and it would encourage PvE players to move from dead PvE servers to more populated PvP servers and make merging of of those servers much easier. Maybe call the servers Pv(E)P if they have the switch.
