Doing mythic plus dungeons disqualifies you.
There is no proof - there is only you who managed to bump up your emissaries by bumping up your ilvl via mythic plus dungeons. Without that you wouldn’t be getting ilvl 445. It isn’t a hard concept.

You can buy 450 azerite (which will all say Mythic 4) for a small amount of residium. No M+ needed. Here is my rogue with only world content done:
Even the PvP weapons are just from getting the chests that drop in the world. The hat is, as I said about the guy above, just from deconstructing azerite and buying a random 450 piece from the vendor.
It’s entirely possible to get over 445 with just world content.

And I guess I didn’t consider PvP was so lucrative. I have no idea why people complain about emissaries giving ilvl 445 when you can loot a chest and get ilvl 440.
2 out of 3 characters dont have a single m+ item equipped, in fact the mythics that show on the screenshots were done yesterday and today, and the last emmisary with gear rewards was 4 days ago.
rings and trinkets are from the torollan emmisary except for 1 from the pvp weekly cache, most 450 azerite pieces are either a pvp reward or from one of the assaults (in fact all 3 azerite pieces my dh has equipped are from the assaults)
the warrior has 2 pvp weapons and the only m+ item i can find equipped is the belt on one of the druids from m+… and even then i already had another 445 belt with a socket before that drop.
pvp rewards are a weekly cache if you capped conquest the week before, 1 item from capping conquest and the quest reward from against overwhelming odds
Yes, I don’t do PvP and there have been so many complaints about PvP gear I didn’t realize PvP was being so heavily rewarded.
You can get other essences for less efforts.

And yet as I said before, except for running a couple +3’s at the start of the expansion, so over a year ago, I’ve not done any mythic plus stuff since. I just checked the achieves on that pally, he’s got three mythic dungeon achieves: Tol Dago, Freehold, and Boralus, and all are at least a year old… And for the Battle for Azeroth Keymaster achieve, there is only one dungeon done: Freehold. No others. So those couple of +3’s were just in Freehold, apparently, back in January of 2019.
Any gear I got way back then from those few low level mythic plus runs was long since replaced during 8.2 with Naz and Mechagon stuff, plus a few benthic pieces.
I know you are having a hard time accepting this, but that’s the reality. That toon is just a casual alt that has been doing only casual content during all of BfA. And actually I have not done that much on that pally since 8.3 came out. I haven’t even done the cloak on that toon yet this week.
Plus, I just logged into him, and I just realized that I got the last essence slot unlocked at level 75, but I forgot to put something into it when that happened. This isn’t exactly what you’d call a well-geared toon. Yet multiple 445 EQ’s and you can see all the 445 gear that is on him, along with the lower level trinkets, weapon, bracers, and gloves.
If you don’t want to believe your own eyes from what that toon’s armory shows in terms of gear and achieves, then that’s your choice. But I said it before, and I’ll say it again, the proof is in the pixels.

you can keep on repeating yourself for ever - you actually are disqualified - my character did mythic plus dungeons about 6 months ago but that was enough to bump my level up over the character who did straight world quests/emissaries.
the guy who got their gear doing wPvP qualify as gearing up straight from world content, you don’t in my opinion.
