I just completed “Memories of Adventures Past” (1/1 Radiant Echoes event Completed) but Khadgar is not standing in the Portrait Room anymore. He is totally gone, even though the quest points me to his spot. Relogging did not fix it.

I picked up the quest on an alt at level 67 and when I returned to the Portrait Room, he was no longer there.
The quest doesn’t actually say what to do when you are done with the quest but the marker suggests that you turn it in back in the Portrait Room.

I’m having this problem on an alt, I did level her from 64 through killing mobs in an area and hit 70 some time after the echo event actually started, and he’s just not there when I go back to Dalaran. Shows the quest marker, mini map has the turn in question mark, but Khadgar’s not there. Logged for some hours and he still wasn’t there.

I have found that this happens if you pick up this quest below level 70, then hit level 70 during a Radiant Echoes event.
The reason seems to be that at level 70, the quest “The War Within” is automatically accepted and Khadgar is not in Dalaran for this quest.
“The War Within” is a short quest chain that leads to Silithus and about two minutes later, not counting cut scenes, back to the Portrait Room.
Khadgar should now be here and it should be possible to turn in the quest.
Be aware that there seems to be absolutely no reward for this quest though. I just turned in the quest for the sake of completion. I also don’t consider this a solution. It is just a work-around.

Y’know, this is exactly what happened to me as well. I ding’d my 67 warlock to 70 farming the mobs then went back to see him missing.
When I loaded up my 68 evoker he had the quest War Within so started that one up before even starting the event. I bet he will see Khadgar then once he completes the event.
For some reason the lock didn’t get that quest on login.
If he’s missing on your fresh 70 and you don’t have the TWW quest, just relog. I flew to Silithus first, because I didn’t realize I didn’t have the quest, but yeah, if you relog, the quest will be there and you can get Khadgar to do his daggone job.
