Bloodline Champions and Battlerite solved this issue by turning every ability into a skillshot. CC in particular was often attached to slower, predictable casts, with the tradeoff being that they could turn the tide of a game.
Man I wish both of those games were still active outside of ~20 players. BLC and BR also addressed the healer/dampening issue by partitioning health bars into chunks that, when depleted, couldn’t be regained except by gathering small health shards on a respawn.
