I shy away from making definitive statements about bugs any more. But output values on the dummy and players both seem to more closely reflect non-PvP tooltip values. I personally think that they accidentally wiped its PvP modifiers when they fixed phantom pain, because they were doing the correct tooltips values on Tuesday.
