Still doesnt work, I have done all the Zandalar quests and unlocked UwU boys. Still doesnt load.

Finished Vulpers chain. Abandoned the Meet with the emissary quest and this NPC finally appeared.
Like you abandoned the Zandalari quest after finishing the Vulepera?
I already unlocked all the races except the zandalari.
Accepting all available allied race quests got the Zandalari Emissary in the right place for me too.
I have one Horde character who has only completed the Zuldazar and Nazmir storylines. Previously unlocked Highmountain.
Took Zandalari Troll quest, Emissary seemed behind that door lower in the pyramid. Took other quests and did the first step of Vulpera, now the Emissary stands in the door of the Great Seal. 
Didn’t need to abandon anything.
