Can someone please check if Blueprint: Utility Mechanoclaw is dropping properly?

I see the same group of people farming this thing every time CC73 is up, and nobody has obtained the blueprint. The only bright side is I’ve made a couple of friends who are going through the same issue.

Something’s wrong with the drop, and with a supposed 27% drop rate, it shouldn’t take MONTHS to get the drop.
