What is meant by “dispelled/purged” in the following context?
From wowhead Guide for 1st Boss in Dazar’alor:
Wave of Light
The wave will deal a moderate burst of holy damage and apply a 7 second magic dot to all players it passes through.
The wave will also place a magic buff on any adds it touches, healing them for 5% of their maximum health every second for 7 seconds.
Both the player’s damage over time debuff and the adds’ Heal over time buff can be dispelled/purged.
Is it the same as interrupt (eg Counterspell)?

“Dispell/Purge” referrs to an effect, either a buff or debuff, that can be removed by players. While the titular spells work exclusively on magic-type effects, the term can refer to any buff/debuff that can be removed (i.e. Curse, Poison, etc).

As the above poster mentioned, in this context it refers to players using abilities that can remove helpful buffs from enemy mobs or harmful debuffs from friendly players.
In this particular case it is the former, with the player abilities that are used to dispel/purge being abilities such as Shaman’s Purge, Demon Hunter’s Consume Magic, Priest’s Dispel Magic and Mass Dispel, Mage’s Spellsteal, and of course the Blood Elf racial, Arcane Torrent.
Purge usually mean offensive dispel. Meaning dispelling an enemy buff. Dispel usually used more in a defensive dispel context. Meaning dispelling ally from enemy
debuff.
Different spells can be either or both.
It’s not that strict guidelines so look into the context and spell description.
If an add gets hit by the banana a shaman, shadow priest or mage can remove the HoT.
You can spellsteal that heal? o.O
Dispel/purge is not the same as interrupt. An interrupt stops the enemy from completing a cast. Dispel/purge is used after the enemy completes the cast.
As mentioned, dispel generally removes a debuff from friendlies and purge generally removes a buff from enemies.
In your example, both are relevant because the ability affects both players (dot) and adds (hot).
Only certain classes have a dispel and/or purge ability.
Or a DH. There are some things I can purge.
Which means the boss has a special buff on him/her. If I recall a mage has spell steal, correct?
