Because hand of rag getting lucky and Criting 60+% of the time on a 10 swing fight is a higher spike than MCP, which has the higher average.
Top logs are usually just examples of good luck more than anything else (especially on rets, since their special attacks are also RNG based).
MCP = highest average
Ashkandi / Hand of Rag = potential for higher individual parses if the fights are short.
The “top rets” are typically more concerned with hitting that #1 parse than using the setup that works best on average (plus pretty much all of us loathe the idea of farming the thing)
If you are running a more standard gearing with MCP (not stacking SP), SoC is much stronger than SoR, even on MCP.
No, most ret DPS comes from auto attacks. Seal of Command is the second largest source of damage, and on average an MCP will get 10.5 procs per minute due to the haste, which offsets the lower damage hits.
Judgment of the Crusader is a fairly minor dps buff unless you are running spelladin.
MCP + SotC swings once every .95 seconds, although it is a very weak seal.
