This is a bit of a small one but happened on some of my alts while questing in Mulgore. Both had skinning. If a quest item for Mazzranache dropped the wolf, plainstrider or cougar would not be sinkable by me or anyone else.

This happens with other quest items on skinnable mobs. Not all of them, just some.
Ones that come to mind are from named mobs, like the croc in dustwallow.
