I get the feeling all this will do is maintain the current queues on Full Realms and make the other realms more empty.

Don’t think this has actually taken full effect, as of yet. Server times are still where they were.
I commented about this yesterday involving the gamble. For those worried about Phase 2, my theory is that Blizzard is betting on the servers to drop to moderate levels within a month and they can just revert the changes prior to Phase 2. If they don’t drop though…
