So I’ve maxed out jewelcrafting in DF and have all the specializations filled yet I still can’t make a primalist gem rank 3 without having to use Illustrious Insight. Is this intended or am I missing out on some skill points?
That is intended.
You’ll find that for any DF profession, completing a difficult craft requires either an insight or (for recraftable items) an inspiration proc. Usually anything that is epic quality falls under this category.
Hopefully this gets adjusted in War Within because a fully capped profession should have a high enough skill level to make everything without the need for inspiration procs or insight.
That would collapse the price of max quality crafts since everyone would be able to craft it at max in enourmous quantities.
Price would likely be lower than cost of mats.

That’s a good point and something to consider. Just doesn’t feel rewarding to max out a profession skill and cap KP but still not be able to make some items without an additional regent.

This is intended. It’s the same principlle as in previous expansions where you had to get a special mat, usually from a raid boss or something, to craft higher gear - except, in Dragonflight you just get a certain amount each week and can still craft a slightly lower version of the gear without the mat. It really is an improvement, although I fear many people just see it as an annoyance.
It’s the same type of thing in TWW. As noted, it’s just a variation on the theme needing a limited mat to craft top gear, with some adjustments.
