Turn on your low level quest indicator and it should be in Stormwind Keep. You get it from Admiral Jes-Tereth (from Wowhead).

Good luck!

It’s for my horde toon and I have turned on the low level. I still can’t see it anywhere.

I think you can port to the Jade Forest in the portal room and get started.

Should be this:

I did port to Jade forest but there where no quests anywhere. This is so frustrating.

Maybe you can try Wowhead’s Quest Completion Tracker. Google that, and then search for your character, set the zone to Pandaria → Jade Forest and it will show you a list of quests that you haven’t completed.

I just tired to replicate it with a max lvl character who hasn’t been to Pandaria yet, and I managed to get it by using the Hero’s call board.

If you don’t see it, then keep accepting the options you’re presented with, close it, click the call board again, and keep doing it until you get the quest for Jade Forest.

The quest should be “Hero’s Call: Jade Forest”

You might also try the heroes call board in Orgrimmar.

Hopefully it won’t be a phasing issue.

In Org, the quest is from Nazgrim in the hold.

From Jade Forest when the portal lands you, fly around the zone - Dawn’s Blossom and the Arboretum specifically. If you don’t see any low level quests in those two areas there’s a bug since those are not tied to the entry quests.

On a few toons, I’ve gone through the portal and flown straight to Sunsong Ranch to start my farm and all the quests are there.

Make sure you do this.

If you do not, low level quests won’t show up over npcs heads and you literally have to go talk to them without any clear indicator (i.e. know up front he has lowbie quest).
