Max level campaign

I know how to skip the leveling campaign in TWW, but I can’t skip the max level campaign. If I don’t do the max level campaign again on alts, what am I locked out of? Can I still do weeklies and stuff?

Here’s what I know.

I have done the max-level campaign on one character.

I can do everything I know about - weeklies, Siren Isle - that could have been gated on all my characters.

So I’m not repeating any campaigns onany other character until/unless I find something they are locked out of.
