It says this talent refunds 30% of base mana cost. Does this mean that as I stack up Arcane Blast, it’s still only going to give me 30% of its initial cost - basically nothing? If so, is it even worth taking?
This talent is useless for arcane blast , you are correct it only gives you back the initial cost at (85) 870 mana but what it is useful for is flamestrike into blizzard aoe. DO NOT USE arcane explosion it is a useless spell you don’t need 2 points into improved explosion either. I have a arcane build if you want to check it out

I guess you were trying to help but please don’t give out information on stuff that you have 0 idea what you’re talking about.
Firstly that talent is very good in raids as mana is arcanes biggest issue.
Secondly your aoe rotation is literally spam Arcane Explosion and you 100% want to have 2/2 imp arcane explosion.
You don’t ever use flame strike or blizzard in any scenario unless you for some reason can’t arcane explosion.
If the pull is being gathered you can spam Arcane blast until the mobs are together and then spam Arcane Explosion.
Please check out the wowhead guide it is done by Foolipe who is a very good mage and has written the guide for years on mages and check out the mage discord.
