The mask that’s supposed to be between the Trade Quarter and Old Town has not shown up for me. I’ve done 10+ runs and not found it where it’s supposed to be. I also haven’t seen the wanted poster for Hogger but I’m not sure if that requires the mask to see or not.
Both of those require that you have at least 1 mask equipped.
Equip one and try again.
