Is there a way to get back down to the surface from Fel Hammer? If there is, I can’t find the answer to it.

You have to find and open the teleporters spread around Mac’Aree, Krokuun and Antoran Wastes. Then you can use the controls right behind Illidan and choose where on Argus you want to go.
I am talking about Mardum, not Argus. 
Oh crap. My bad. Isn’t it the little island just to the right of Dalaran? Go to Dal flight path it’s to your right.
lol I’m sorry but I’m talking about reaching the surface of Mardum from Fel’s Hammer itself. Where Dh class hall is.

Don’t think you can. You have to go to Dal I believe.
Then I am wondering why there are Elite mobs on the surface of Mardum, if u can’t return there to kill them.
It’s the DH starting zone. No other class can get there. If I remember correctly after the initial quests are completed, Illidan opens a gate for you to get on the Fel Hammer and you can only go to the class hall from then on.

Fluglaive is correct, your only opportunity to kill those elites is on your first run through the zone. Their drops are also, incidentally, only relevant to a DH going through that zone, as it rewards you with blues (or higher-strength blues) better than your quest greens during that sequence.
If you’d like them just for transmog, simply roll a new DH and kill them, the transmogs are account-wide.

Well the truth is as a fresh new toon at a starting level, it’s not like you were able to actually kill those elites lol. Like all starting zones we tend to gtfo of there asap and get leveled up.

I mean, I killed every single one of the elites in the starting zone, and I did it on my main. Not all of us were in a rush, especially when it was just during the Legion pre-patch at the end of WoD anyway.
