I recently faction changed my shaman to alliance and I’m trying to complete [The King’s Command] but Rell Nightwind is nowhere to be seen. I’m unable to get past this quest after the cutscene with Varian since he appears to be phased. Is there anything I can do fix it? I really want to continue Pandaria questline 
Edit: The quest Into the Wilds is also bugged for me, I can’t turn this quest because [Koro Mistwalker] is missing too. So many bugs after faction change 
Edit2: Quest Re-Reclaim is also bugged, NPC is also not there.
Edit3: If The Key Fits and Paving the Way also bugged. Can’t find Mathias Shaw to pick up quests.
Last edit I hope: I managed to fix a few quests by redoing them in party sync but unfortunately with some quests this trick didn’t work. I opened a ticket number #US100924801 I’d appreciate immensely if someone could take a look at it. Currently trying to do Loremaster on Alliance.

If I remember correctly, the Kings Command is the intro quest into Pandaria.
Um, I dunno if this would work, but abandoned the quest, and try going to the mission board. Accept any quest possible to cycle the mission board until you get the one for the Jade Forest. Then you can abandoned other quest you picked up from the mission board.

Thank you but I already tried that… Unfortunately Rell is missing on both quests no matter which one I pick to start the pandaria questline.
Then sadly, there isn’t much that can be done from here.
Only thing I can suggest is submitting a bug report in the Bug Report forums, so the QA team can take a look at it and try and apply a fix.
Ugh, that sucks.
This character was faction changed twice so I actually came back to alliance and I just checked the Pandaria questline already started so The King’s Command shouldn’t even be there. I just want to get rid of it! I opened a bug report, I hope someone can fix it.
A comment on wowhead
He doesn't appear unless you enter Stormwind Keep through the front entrance for some reason....
I tried doing that, he still doesn’t show up. Also the mission Into the Wilds is bugged too with the same issue and I can’t complete it. D:
