It might not be crazy to think there might be an issue if you skipped the expansion.
My shaman I’ve been leveling, I couldn’t access the portal to Legion without backtracking to Chromie Time and (skipping) the intro quest to get there.
Not saying it’s the same thing but it might be possible the game tries to put a portal there but some other hard coding says that portal should be locked.
It very well could be a bug yea. The lack of any reference to a portal in the quest text somewhat makes me doubt it, but maybe. In any case, it’s a fact of product development that bugs encountered may not obviously be bugs, so hopefully it’ll be further resolved if so.
This is my main. As you can see, I have absolutely finished the questline. Why would I lie about a portal? 
I even gave you a common way to solve some issues with bugs in order to attempt to figure it out.
It’s most likely a bug. My guild mate who never played BfA had the portal to go there.
But since so much is bugged, it’s not a surprise.
I saw no portal, I did BFA though so I just hearthed to ol Dalaran, went to org, took portal to zuldazar, took boat to Drust, flew there, did quest, hearthed back, finished. the quest text DID tell me to take portals to org/zuldazar/get on the boat though.
Aside from going to the Auction House or that single quest, more than 99% of the entire expansion is in fact just inside Shadowlands.
So in reality yeah, expansions technically just swap out content.
It was right next to Ysera, between her and Herne. Which means it’s bugged.
100% this.
I haven’t done the quest yet… I’m scared. 
Don’t be. There’s a portal next to Ysera. Hopefully by the time you get to it, the bug will be fixed.
I dont think you’re lying but I think it’s presumptuous at best to presume that a stranger’s senses are failing them when it’s entirely possible that that isn’t the case.
If anyone else states that they got a portal on a character that hasn’t unlocked drustvar, I’ll be more convinced it’s a bug.
You’re right. I presumed, because I watched a bunch of people take the portal with me, so I couldn’t fathom that someone missed it. I didn’t think it would be bugged. For that I apologize.
Sorry - Blizzard has ditched the concept of a world and has embraced a “game”. As part of that they have worked to silo each expansion. Witness the restrictions on certain items being level limited or expansion specific.
They did a stupid with the requirement to have people go to BfA to complete quests. Because they made the mistaken assumption that people entering Shadowlands on a char would have completed BfA on that char.

I figured something like this would happen in a future expansion, during BfA when I was sent to MoP. Luckily for me that not playing through MoP on a char was no big deal because of how that expansion worked[1], but I could see the problems they were going to have if they sent people back to a linear/phased expansion… like BfA was.
[1] Well… as long as they didn’t do something stupid like having your char go do something with Ordos.
Judging by the fact that everyone who has claimed there is no portal has been horde, and those who say there is have all been alliance… perhaps the portal does require having unlocked access to Kul Tiras on the character… since Alliance have it unlocked automatically it is only affecting horde who haven’t started the war campaign… just a thought…

Well, to be fair, there really is a portal straight to Ulfar’s cave. It just seems to be bugged for some people. I have no clue why.

Frankly I should have toned down my reply too.
This isn’t the first forum post on the topic, and I have had friends caught up in the same bug/feature/problem.
Hopefully it is a bug, and the portal just isn’t showing up for some reason.

Seems fairly likely to me.
Just buy the map unlock, send it to your character and it unlocks most major flightpaths for 25 gold.
It takes five minutes to get through the openers of Horde or Stormwind if you’ve done it once before, bypass it all.
I’m a bit more concerned at this point for people don’t have my good fortune of having done it before, and are just new horde players. In any case, it’s a bit of a weird requirement imo.
I just hope they fix the stupid portal so that others don’t have to jump through transportation hoops.
It sounds like there is a portal for alliance but not horde?
