I have been a main resto shaman since 2006, with a few breaks here and there, but now I’m back after briefly maining a MW/holy priest this raid tier. Gearing wise it’s been kind of slow, while I spam M+ and pug raids outside my regular core it seems way too much leather is dropping.
Healing wise it feels strong with mastery buffs although I’m far from the ideal stats (my mastery is way too high compared to my crit and versa i.e.)
I’m currently sitting on 270 ilvl with 4 heroic tier pieces.
However, I feel really mana starved, specially on keys past 20+.
I’m aware of people taking avoidable damage, but still, even if I do everything right, and do a optimal rotation minding my priorities and not over spamming, I still go oom, not only on M+ but also in raids.
I have all healing classes maxxed out with decent gear, and I only go oom on my shaman, it is a skill issue, gear problem or just Blizzard not caring enough?
What are your most used heals?
I try to use Riptide and Healing Wave as much as possible to benefit from the group healing, except on fights that take way too much damage and need faster heals, then I use my cooldowns with Healing Surge or Chain Heal if melee are stacked which I know is really expensive but is faster, otherwise my group dies instantly specially on tyrannic week

You may need to just accept it and chug water and mana pots. Otherwise, continued mana management can eat into your fun.
Otherwise, I think earthen wall totem (the one that takes X off every hit in an AoE) is mana efficient. The tidal totem (improved mana totem thing) is also super good because you can choose to spam mana efficient healing waves or slightly better chain heals. Other than that, you have fringe things like the improved earth shield which is free DR, so technically mana reduction. Also, I think primordial wave is a mana saver because it does 5 healing waves that return mana when they crit.
Best I got, and I’ve tried it a bit this season but my sham’s not that geared right now. Hope you can find a playstyle that brings you joy.
The two biggest things that effected me was getting my secondaries right, and being more open about using cds, esp Ancestral Guidance.
High crit is one of the best things to help with mana.

Just to check, you’re running mana tide totem yes? We did our heroic off night and our WW monk trying out resto shaman was running to mana issues but did not have it talented. The moment he talented it, his mana pool was considerably more stable.
