One group needs the gear for something that lasts forever, the other needs it to replace quickly with open world gear. Neither groups need is greater than the other.
At this point the best solution would be for Blizz to eliminate the ability for anyone with a higher ilevel piece to even go onto LFR, and just unlock all lower appearances if you get the higher level one. Everyone gets what they want.
