Ret does alright in pvp, if you increased their damage to match the others, that opens a huge can of worms that is best left sealed forever.

All classes and specs are 'viable' by vanila standards. Sure, some of them are obviously worse than others, but viable should mean playable and they're definitely playable.
Retail mindset has made people think every class has to be on par to be 'viable', but that is just not the case, it's ok to not do as much damage as the warrior next to you because you are useful in other ways such as buffs.
