I have most of the artifacts from legion and couldn’t care less if they’re re-added to let others enjoy it. Your pixels mean nothing.

Agreed. 
I know I myself feel disuaded from rewarded content when it’s FOMO that will “never return again” — at times it even makes me want to quit the game.
- If they returned old Elite PvP sets, but provided the exception it still had to be earned through rated PvP (similar to the gladiator mount tokens system) after X amount of wins above a certain rating, to get 1 token per set-amount of victories, many more would be more eager to play PvP.
- As for Mage-Tower, I still find those difficult and as someone who ALSO earned most of them – I think it’d be fine to reintroduce the weapons, so long as they’re conquered on the respective class-specs.
And so on …
If they’re still EARNED, I don’t really see the issue. More content is more content. 
Ahhh the age old logic that kills games. Should go ask D2 players how this mindset worked out for them.
Who should they cater to instead? People that don’t play lol?
It’s a good thing you aren’t in charge here. You’d run this game into the ground.

Dude I had a pretty solid idea for this exact thing.
Elite illusions were moved to 1950 so all they have to do is add the illusions / elite sets to the glorious conquest vendor for whatever xpacs they belong to, At 2k you get an illusion token, and at 2.1 you get an armor set token. It’ll take you multiple seasons to get all of them, but overall keeps people on the proverbial treadmill of pushing upwards instead of stagnation > eventual quitting.
Give everyone everything is what kills the game. You are not entitled to things you did not earn. Get over it.

You cater to players who are actively playing but are the majority. The top 150 don’t keep this game alive. The other 90% of actually active players do.
