for the most part, they’ve been sticking with a “1 loot per 5 raiders” ratio since BC.

Except that they also:

1. Started tuning them on the assumption that people are either doing M+ to gear up, or split runs.
2. Shortened the season length dramatically. (Black Temple was a 9-month season.)
