Why is it still two points? 1 point for 5% feels awful to take, unless you have two talent points for the full benefit.
Right now if you want to play Thorims you can’t play Legacy of the Frost Witch AND Alpha Wolf. This means as the storm build, Alpha Wolf is essentially a dead talent.
Most specs, if not all, have the ability to get the best talents for their build AND get two capstones. Storm build does not.
Blizzard please fix this.

It’s two points because first point provides a reset to SS and 2nd point provides a large damage amp

Then maybe the answer is that Legacy of the Frost Witch should swap spots with Stormblast, Storm’s Wrath, or Elemental Weapons.
If it should indeed be two points or spilt into two nodes, then moving up the tree makes sense as it’s viable for both main builds.
Right now, I don’t see how anyone can take Alpha Wolf, and making a 1 point node where it was a 2 point node makes sense to that effect.
Well alpha wolf implies aoe so just drop a point from EA
However that’s also not a good option as that reduces MSW generation, and especially in 11.0.5, you need MSW generation to spend for DRE procs.
It seems to me that the reasonable solution should be for make the node where LotFW is 1 point.
You’re flooded with msw gen in aoe. You don’t need the 2nd point in EA. Only time you might notice is bosses
I’m coming from a PvP perspective. You definitely need EA to have both points.

The point is that you can’t play it if you wanted to. Storm build is one of the only builds that can’t go for two capstones, which seems like an oversight by the devs.
You can go for capstones. You just can’t have 4 capstones maxed out. There’s give and take and it’s a dumb system if you could just have everything. Just play a normal storm build and crank someone, cause ST focus is what it excels at in PvP
