Can we put gender swap on an in game NPC?
Business case to put it as in game NPC for gold:
As it stands the value of a gender swap is 5$ which I would say is 10k to 15k gold currently you cannot just buy a gender swap you must purchase a bundle to change your name and gender for 15$. So essentially you have to buy a service you don’t even want to get the gender swap and I believe by selling them separately more people would be open to purchase it through gold and since gold does have a dollar worth I don’t think blizzard will lose money.

Yeah at this point may as well remove appearance change from the Blizzard Store, bring Race Change down to 15 dollars, maybe bring down faction change to 25 dollars, keep name change at 10 dollars

The problem I think is the paid gender swap also includes a free name change with it. Services add on to each other. Which has to be a given, most wouldn’t really want to keep a girl’s name when becoming a guy and vice versa. Not everyone has neutral names.
So there’s not much point to bringing genders to the barber shop if it doesn’t also have a name change with it. And names can’t be allowed to swap so easily or shenanigans will happen. They’re meant to be impactful choices when making characters. So you have to pay for it. 
Yes really. You can make your Mage a woman without a gender swap. You can make a new Mage or pay to keep this stuff outside of the masses hands. It’s bad enough that goldshire is a haven for you heretics. Don’t go dragging that crap into the major cities.

Had no idea it was bundled like that but yeah they can put it on the npc no problem without the name change
A gender swap would necessitate a name change, and Blizzard doesn’t want people to be able to just swap their name around willy nilly.

Ive had no problems in the past getting, a name, gender or faction change from the shop you can do the same
