Aug 21, 2024 Update:
Apparently Once you leave Exile Reach and do the welcome to Stormwind Series quest, that is when it bugs out. Script throwing us into an old Phase that is preparing us for BFA. After the Inn Part of the Tour of Stormwind we would talk to Captain Garrick Son who then tell us to talk to Captain Garrick in the Throne Room, but that was when it was Tour then BFA, but now that it’s Dragon Flight it’s not the case anymore and because a bugged out phase.
If you skip the Welcome to Stormwind Tour people are saying it does not cause the bugged out phasing.

How to Reproduce:
Exile’s Reach
Do the Intro Welcome to Stormwind Quest with the Gnome.
Then continue onto Dragonflight leveling like normal to 70.
Finish all the content or some in my case all the DF content including the Event Story.
Go do old quests for example Westfall, Dustwallow Marsh, etc where you need to continue main loremaster in SW Keep.
Phase is Stuck from the one from Exile’s Reach it seems to be from this quest: 58983
What use to happen is you do exile’s reach come to Stormwind do the welcome to Stormwind and then BFA in the throne room where Captian Garrick is also standing.
So it seems something in the scripts is pre-setting the phase for the BFA intro with Captian Garrick and all new Characters are getting stuck with said phase especially when they level up and can’t use timewalking.
The character I’m posting from has this bug and issue if someone wants to copy it and run tests. I even tried doing the normal version of Tides of War 46727 to see if it would unstuck it and no it did set the phase up phase for it thankfully, but once it was done it went back to the stuck phase with Captain Garrik again.
I really really like to keep doing old Loremaster having fun doing it and this really put in a wrench into being able to progress.

Ill bump this. Going to need to make a new character cause exile’s reach breaks all alliance characters cause as you said, you cant do the bfa continuation cause DF is the new quest line so captain garrick is stuck there. Which means you can’t lock experience either and since Im trying to do all the quests I can that means I cant lock at 44 to finish legion’s bonus objectives cause Id out level them.
Thanks for posting. I have not a lot of people will notice the issue for now because of expansion, but I fear once 11.0.5 comes out there will be a lot of upset people trying to do loremaster and can’t.
I sadly am already done all of DF, All of Classic but 2 Zones blocked from this bug and 4 quests in total. Outlands and soon starting Wrath.
I am unfortunately stuck in the Captain Garrick phase on this toon and cannot complete [Rise of the Brotherhood] or [The Lord of Blackrock]. I have done the introductory questlines for the Broken Isles, Kul’Tiras, Shadowlands & Dragon Isles believing that completing one or all of those would release me from the phase but none did. As I am level 70 I can no longer change timelines with Chromie but unfortunately prior attempts to change timelines did nothing for Stormwind Keep anyway. I have since created another character through Exile’s Reach and found that skipping the tour of Stormwind bypasses the Captain Garrick phase, so it seems that there is a way to avoid it for new characters but no recourse for ones already in that phase.
Thanks for posting. I hope blizzard ends up seeing this and fixing it. My anxiety levels going be maxed out till I know my character is not forever broken.
I’ll just assume this is shared cross-faction then, since a fresh Horde alt of mine who completed Exile’s Reach up to and including the last sightseeing quest is now stuck with a Grommash Hold that phases out all of the usual quest giver and turnin NPCs whenever I count as indoors. And yes, it is really frustrating.
Honestly I assumed this issue would be both sides, but your the first to finally confirm it. I only play Alliance. I assume there was a goblin or something in Org that welcomed you to Org? Did it end inside the Inn before getting a popup quest for DF?
Yep, the general guess is that if you’ve completed the sightseeing quest, since that’s now the final quest and the Exile’s Reach-specific breadcrumb into Zandalar is removed, the Grommash Hold’s interior is now trapped in that phase.
The same happens for Horde. After finishing Exiles Reach, Grommash Hold gets stuck in the BfA phase where only Sylvanas and the Captain from Exiles Reach are present. Cant start, continue or finish Quests that have Quest givers in Grommash Hold. Already tried Chromie Time but that doesnt change anything. Started BfA and that doesnt change anything. Started and finished DF and that also did not change anything.
This is going on since the Expansion dropped and its getting ridiculous. Imagine any new player that HAS to do Exiles Reach for their first character then gets stuck right after the tutorial.
Firing your whole QA team is such a 4d chess move…
I also have the same issue, I dont know how to fix it. I also dont want to loose my character… Was mostly going through old story stuff and wanted to lock my character exp when i found the issue.
I am also having the same issue. Throne room is stuck in phase without a way to finish the Intro to Stormwind chain since it was removed. Currently can’t finish Head of Nefarian, Rise of the Brotherhood, and Proof of Treachery. Hopefully Blizzard fixes it!
same. i havent played since wotlk so i kinda need to play old content to actually undertstand what the heck is going on. and my character is now functionally broken.
