Taking these at face value based on my screenshots of Pingplotter, I would think it’s either Cogentco or Twelve99. The first hop with packet loss reported is within Cogentco’s network, and then continues into Twelve99, though for them it may be just because it trickles in from Cogentco.
I’m definitely not a network expert by any means, but this gives us a good idea of what’s going on and where at least.
We’re at the internet’s mercy for now I’m afraid. I’m running pingplotter right now to monitor my connection to battle.net while I play. As soon as something starts going out of whack, I’ll just logout and wait.
Welp, here we go again. As we can see here, on the left side of the graph at the bottom things were great. Now about 8 minutes ago, the lag started up.

You’re having packet loss on the CongentCo nodes in the middle of that route. It’s also sending out a lot of bad packets to all hops beyond it. Yikes. Call the ISP, provide this proof to them.
My ISP won’t bother as it’s not on them, and I’m not gonna hold my breath that Blizzard will either.
I’m emailing Cogentco’s support directly with the screenshots and times it happens. Now that we’ve established that this has been happening every night around the same time for the past few days, that may help them determine what is going on.
And now the lag is happening during the day. It’s not anything on my end, we have 2 users on the internet right now, and we usually have 4 or 5 with no problems.

It’s Mbps. I know there’s a site, or maybe more, that lets you test your connection speed and packet info to specific servers, but it’s been years and I have had health conditions come up that affect my memory since then.
The speedtest page also says it tested to multi connections, and NextLight in Denver.
