Politically? Garrosh accomplished more by being appointed WarChief. On the other hand, that was only because Varok’s son was killed by Arthas.
Martially? Grom killed a demigod and major demon lord, Garrosh… beat an old cow? … but only by way of poison he wasn’t even intending to use.
Militarily? Garrosh has some victories, sure, but compared to his ultimate defeats, I’d give Grom the edge simply because he never failed as hard as his son.
Existentially? Both sold out to dark powers, neither had any excuse not to know better, this is a wash on both ends.
Against the Alliance? Both were flattened in the end, but one put the Horde at the Alliance’s mercy with his failures, the other had to be bailed out by the Alliance because of it. I’d still give Grom the edge.
Loyalty to the Horde? Grom had the self-control of a five year old, and that made him take after the Alliance like a dog seeing a squirrel run by, even in direct opposition to his WarChief’s orders. That said, the Horde never fully turned on or ousted him, so he’s got his son beat by, once again, not being nearly as terrible.
Ultimately… Grom Hellscream is the superior Hellscream.

… no. Garrosh did so much, and so much more than his father that it completely overshadows him. Grom was the better Orc, but Garrosh was the more impactful one. Not for any good reason, but for very clear and obvious ones.
The Legacy of Hellscream is the Legacy of Garrosh. Grom’s contributions to history and the Horde just aren’t enough to overcome that.
There has to be a certain point where the defamation of him lowers the perception of him in history.
Why would Grom be his own legacy?
Because his kid was a complete failure, even into the afterlife.
And?
Being your own legacy is as logically incongruous as being your own ancestor.
No matter who claims the true Hellscream legacy the only Orc I could ever respect is Broxigar.
Grom freed the Orcs from the blood curse which I’d say is more impactful than anything Garrosh did.
Garrosh didn’t even teach the Horde a lesson about being careful as to who you appoint warchief, as Vol’jin promptly turned around and appointed Sylvanas who led the Horde down the same path of ruin.

Eh, that was just the Orcs and their personal failings, though. And Grom’s own - after all, he cut in line at the damnation booth when this whole mess started.
Garrosh’s actions impacted the whole Horde, and Azeroth as a whole. His time shenanigans gave rise to an entirely alternate timeline. Grom broke a curse he caused - Garrosh redefined portions of existence.

The thing is that although it was just the Orcs, without the Orcs being broken free you don’t have the Horde at all. The Orcs were one of the founding members, and arguably the most important since they brought Thrall to the table.
Without Grom’s actions, you most likely don’t even have the Horde and certainly not the Horde that came to be.
Garrosh’s actions were temporary. Sure they changed things around for a few years during Cata/MoP, but most of his actions had no lasting impact and have since been undone.
Started a global war? That ended and we basically went right back to how we acted before.
Tried to take more resources? They got kicked out of Ashenvale at the end of MoP, and the Alliance retook Gilneas(even if it’s not reflected in-game).
Alternate timeline? We obliterated the Iron Horde. The only thing to come out of there with any lasting effect is one allied race.
Garrosh came in like a hurricane, but most of his actions got undone pretty quick. Grom’s actions have had lasting impact due to the importance of the Orcs with the Horde.
Name recognition of an individual is not a legacy.
Its the historical knowledge (or lack thereof) of a population.
