Not sure what to think here. No way that room is going to be empty at any given time for the next three days, since it’s the start of the weekend.
I agree it’s not a reasonable thing for the quest to only work when you are alone, AND it still definitely needs a REAL fix, but if you are able to go on right now it might be possible depending on how much population on your servers etc.

Confirming you have to be the only one in the room. I switched on War Mode and found an empty shard by chance. Finished for me

I completed it a while ago, after not being able to last night. I didn’t disable addons, and the room was not empty. I logged out in Dornogal and portaled back to Azj-Kahet this morning. I waited until the quest givers were through chatting and then just walked under the First Ascended and it completed. There seems to be no rhyme or reason for working or not working. Good luck all.

I’ve been trying since yesterday and finally got it to work this morning with the help of a friend. What worked for me may not work for everyone.
I installed an addon that told me the NPCs’ spawn time (NPC Time) and checked on my server (Area 52) and noticed the mob had been up for 20 hrs.
At first, I tried getting into different layers by using alts, checking town NPCs to see if they were spawned any more recent than that but nada. I messaged a couple friends that play on different servers and it FINALLY worked when my friend on Tichondrius zoned into Azj-Kahet and invited me - their NPC’s were spawned in at the time for 3 hr 49 min.
I can confirm that THIS is not a fix, it was just luck, im currently standing in the room alone in a pvp layer no players even remotely around have been trying everything, no addons, UI reset, relog, reload, alt switching, everything but to no avail
I was able to complete the quest at 11AM EST. People were in the room and all above solutions were tried. I simply logged back in after logging out in the room and the quest had been completed and I just had to turn it in. I was logged out there maybe an hour at most. There seems to be no rhyme or reason why it works for some and not for others. I was able to complete the rest of this leg of the campaign without issues. Hopefully Blizz fixes this for everyone soon and doesn’t break anything else in the process.
I just wanna say that we are now at 8:30 PDT and there is still no blue post about this after people have literally been begging for an official response all night. This is a massive failure. Someone needs to be fired for this.

go back in Dornogal and take the portal back to it and fly there and wait for anyone else in it !
I was able to complete it just now after not being able to since last night. It would seem that the time in which the NPCs are up matters potentially. I logged out and installed the NPC Timer addon among a few others. When I logged back in, it was a different shard and the NPCs were up for 2.5 hrs. I was able to walk in and complete it no problem

Same issue for me, I did Q for a BG while I was in the room about 5 feet from the guy. Soon as I finished the BG it completed and gave me credit.

Recommendation for fixing the bug : eliminate the need to “investigate” the big bug. Still have the RP play with the ascended npc and the undead npc, which grants quest credit. Done.
