I wish to transfer a character and even though i do not have mail the shop says i do.
Did you do any quests recently? Notably ones that will reward you with mail from the game npcs?
Sometimes quests lead to ingame mail from npcs (like the fishing one) and that would be mail that prevents you from leaving the server.
The alternative is that someone sent you mail and its already on its way, but not in your mailbox yet.

Sometimes NPCs send mail with money, items, or just messages to player characters, usually related to completion of a quest.

It’s not 7-14 days the longest one is 72 hours to my knowledge, hes just pulling that one out of no where.
