I always leveled fire. Way more fun.
Most people will probably stick with frost. Two words: ice lance.

Right but will ice lance be any good without shatter and ice shards?
It will still rock with Frost Nova and the Frostbite talent. Shatter just enhances Ice Lance even more.

I’m no expert but I noticed frost mages are (I think) the only caster to get 100% crit dmg bonus phase one. You’re also capable of grabbing +50-70 frost power fairly easy. Looks pretty tempting but we’ll see how it goes.

Fire has always been faster for non-aoe-grinding because you simply kill a lot faster, i.e. the dpm advantage of frost doesn’t outweigh the kill speed of fire. The addition of burnout probably means this will continue since untalented pyroblast is better dpm than frostbolt with both piercing ice and frost channeling. If frost pulls ahead, it will likely be in the next leveling bracket and that will only happen if it can drink significantly fewer times per level than fire.
Frost enjoys a much lazier playstyle, which is why it’s always been more popular. The vast majority of mobs in the world are melee and frostbolt slows, so you just take less damage if you’re being lazy; wizards can be counterspelled to turn them into melee. You can pretty easily get a few more buttons to press if things go wrong, which will probably make people want to keep leveling as frost in sod since apparently the mobs will be scarier. With fire you want to make sure you’re max range to take less damage from a pull and you have to position according to mob pathing and such; over the course of all the mobs you have to kill to get to 60, this really adds up to a lot more effort put into leveling than most people want to spend.
The addition of ice lance and fingers of frost may change this, however. Ice lance used on frozen targets is almost certainly going to be wild dpm and will only get better as you fill out the frost tree. It will probably be worth stopping frostbolt casts to use ice lance instead, ironically. Which is best is a problem that needs to be answered by the math nerds, and will likely change depending on how deep into the tree we are able to get.
Living bomb will almost certainly not be worth casting while leveling unless they dramatically buff monster health, and even then the buffs would have to be pretty dramatic. Ice lance will probably be the rune for that slot for pure leveling builds.
I have a Fire Mage. Don’t know why but that’s what I gravitated to even after everyone said Frost was better. Still only run as Fire.
Damage seems pretty good
Only need to get level 25 in 26 hours. So I would prob do some ‘wetlands runs’ to grab flight points at level 24 so I could get experience points as well.
