Could you be a little more specific as to your issue please?

The version of the Mage Tower during Legion was the one that gave Artifact appearances.

This current iteration of the Mage Tower does not provide Artifact appearances. This version provides transmog sets, guardian bear appearance, and a mount for completion of achievements.
