After going through hundreds of these and still not seeing one, I would suggest anyone seeking the upgrade to not seek it.
You have better upgrades in BFD and Gnomer.
This is just one example of putting endless work into something that the “modern” retail version follows, with little to any reward behind it.
Long are the days of Cenarion Circle rep grind for something such as the Rockfury Bracers.
I would say I have dumped enough gold into getting this upgrade as the cost of 2 Staff of Jordans on the AH.

Sorry if you do not know how the scrolls work.
Scroll of the Blade is created by comprehension and scrolls. Scrolls on AH cost x amount… farming these scrolls take a long while as well.
Scroll of the Blade turns Hypnotic Blade into Narpas Sword.

I don’t understand their insistence on such heavy handed kiss/curse in SoD sometimes. Why does using this take away the 8 int it had. Yeah 6sp is generally better than 8 int, but its already locked behind a grind or pure luck, just make it an upgrade with a cool visual… Even with that it still wouldn’t be BiS but it’s such an odd choice.
That’s a cool mechanic. Unfortunate that the result seems so lackluster.
I agree, the reward for what you put in isnt worth putting in the time for it, and by the time anyone actually lucks up and gets the scroll its likely they’ll already have the upgrade.
Unlike something that I would have done for Rockfury Bracers back in 2019 etc… is all im saying…
Rockfury BiS for Classic era… Narpas Sword 4th best equip phase 2… and expontentially hard to obtain than what Rockfury was… Id rather do a 0 - Revered and badges to get a item versus … a small % luck chance for 4th bis in a phase.

Mage scrolls are honestly one of the worst parts of SoD - wish the devs would just abandon this system it sucks

I have gone through 1328 scrolls.
usually 40s to 90s, on the AH.
Out of 1328 scrolls, not a single upgrade for the 4th best weapon this phase… Like I said this is a warning to mages…
Do Not Pursue this dumpster.
With that post, at the bottom line, you would have spent 531.2g at 40s per scroll for 1328 scrolls.
I would have never wasted the time nor gold to put effort into something thats minimally better than something that dropped from BFD raid, worse than items in gnomer, and likely useless in the next phase.
If this was p4 at level cap, sure, p2, no. The moment this surpassed a 5g or 10g investment at most, I would have stopped.
Ya we’ll give you 5 more spell damage BUT take away the 8 int and spirit lols
