What level do they show up and where is the trainer for them…

I assume level 70? Not sure. The trainer is in the same room as the portal.

To clarify, in the Isle of Dorn portal room. Not Org or SW.

When you walk into the throne room in the main city the portal trainer is off to the left before the chairs.

Level 72 for the Teleport and Level 78 for the Portal.

In the main building for the council of Dornogal, and 72 for teleport, 78 for portal
Was annoyed because my mage actually had to use her hearthstone!

@Omegatitan These coordinates are not correct. I’m at 40.76, 28.87. Archmage Celindra is in the throne room, to your left when you walk in the door. If you pass a supporting column on your left and can now see the portal to Orgrimmar, you just passed her.
