In the capital, first floor in the big building near the org and stormwind portal I think.

Seat of the Aspects area in Valdrakken teleporter location. There are portals to SW and Org at the entrance. The Mage Portal Trainer is next to the two dragons channeling the open portals. The NPC name for Alliance is Alregosa.

Mage Portal Trainer is in Valdrakken in the seat of the aspects building. walk in and she is on the left

Alregosa is at 59,42 in Valdrakken seat of the Aspects.
You can learn teleport at level 62 and portal at level 68

Alregosa is in the Seat of the Aspects to the right of the entrance by the flying book

I’m a horde L62 mage in Pathfinder’s Den, Org and asked port trainer Rundok, but he has nothing for me. Most recent update is for Oribos.

the portal trainer for Valdrakken, is in Valdrakken.

You can train teleport at 62, but portal training doesn’t become available until 68.
