[Mage Bug] Unable to Transmog "The Stars' Design" Felo'melorn Artifact Appearance

I have been unable to transmog the basic appearance of “The Stars Design” hidden artifact appearance onto Felo’melorn after obtaining the appearance. I looked it up on Wowhead and others seem to be having the same issue as well.

It doesn’t show up in my transmog appearances at all.

Having the exact same problem. Just unlocked it tonight and it isn’t showing up as a transmog at all.

I can’t transmog the base appearance, even though I can transmog the 200 WQ one.

Bumping for visibility, its still not fixed for me a year later.
