They didn’t decide it was an exploit - they took action to limit it.
Which indicates they don’t want people to do it. Anyone figuring out a way around the limitations will get slapped.
That doesn’t mean it’s an exploit…

We all know in reality it shouldn’t be considered an exploit and they’re not going to ban thousands of players out of a sub-population that is only thousands to begin with
If they did, we would all laugh (you included) and the game would die faster than it already has. They’re not no-clipping, they’re not fly-hacking or manipulating the values of their in-game char. People are mostly using the sandbox they were given to fairly fend for themselves in a community dominated by cheating whales and robots that both use third-parties that aren’t allowed
For those that aren’t actually playing and that use software or services to really cheat please get rid of em, but If me taking my high level character into low level content to help others catch up so they can play is “exploiting” then might as well shut the whole game down since we’re all technically using blood money we got from the AH and other players naturally over time.
I would maybe take the EULA a little more serious if there weren’t whales walking around casually showing their gold capped characters on Faerlina (Definitely legit!) or people repeatedly abusing beneficial bugs until it’s hotfixed and recording it for the internet to see. These people go untouched, I don’t expect them to actually ban or label players that are using their own time/resources to learn AoE pulls without third-party software or credit cards.
They know deep down that boosting without third-party services isn’t bad and even if it WAS (Seriously, it isn’t) its still a self-inflicted wound that they can’t punish players for. Why else did they buff starting-zone character potential with regen values, itemization, no dazing, heirlooms, XP in BGs all in Wrath? Because they know it’s their own fault and they can’t sit there and call people cheaters for fending for themselves

If mage boosting would have been so rampant and efficient back then it would probably have been fix/nerfed.
Breaking mage boosting and adding LFD will do a lot to fix the game.
none of you silly people are boosting in wotlk as mage.

Some of people trying for no death achievement…didn’t really dungeon lol. one tank screw up and blam…there went the achievement.
