Game - Classic WoW Anniversary Realms
Issue - Casting blizzard will slow the mobs on the first tick but does not reliably re-apply the slow on the second tick leading to some mobs not staying slowed. This has been found by many streamers who have switched to cone of cold kiting since Blizzard has become so unreliable.

I’m glad you reported this too. I’ve opened a ticket about this as well. we should have all mages do this.
