Maelific Rapture - not spreading

So, i dot, then cast this in a mob, nothing happens. the other mobs do not get any damage done to them. lock is only level 19, but this is the first in the spec. Am i reading this wrong? damaging periodic effects from spells erupt on all targets.

on all targets that have dots on them

i don’t know what level it starts, but Seed of Corruption and Vile Taint are good to spread multiple dots on groups of mobs.
