Macro to prevent a buff application if this buff is already up

Hello,

With the way the talent “Well-Honed Instinct” works (it procs a free Frenzied Regeneration when I go under 40% hp), as a tank at least 99% of the time I just manually use my own Frenzied Regeneration at the same time by reflex, effectively wasting a charge.

I want a macro that makes it impossible to cast Frenzied Regeneration while I already have the effect on me.

Figured, made some shennanigan WAs to cover for these glaring design flaws.
