How do I set a macro that will go from cat form to bear form interchangeably?

YOu shouldn’t need to. They’ve changed that where you don’t need to macro it anymore. Just click the forms on your TB.

/cast [nostance] cat form; [stance:1] cat form; [stance:2] bear form
that macro will put you into cat form if you’re not in any shapeshift, and will swap between bear and cat if you’re in one or the other.

I guess I didn’t think about setting it up that way. Makes sense.
I highly advise against use of such a macro in PvP scenarios.
In PvP there are a million different situations where you’ll need to shift into the appropriate form. If you have a single button for your shifts then you really limit yourself. I recommend individually binding your forms, it will vastly improve gameplay overall. You can still keep them on the same button, just use modifiers.
