No. Look at altered time for the spell casting order for combustion.
Lucid -> RoP -> Meteor -> Combust -> Pyro
When you fire blast depends on it you crit on the opening fireball or not. Generally you want to have 2 stacks of MasterBlaster up by the time you cast Pyro or just after.
I have no idea what your question is either. You use the bracers when you run out of charges of fireblast. You want to use it just after you use your last fireblasts but before you Pyro. It reduces the CD of the last 3 spells used. You want to make sure your last 3 spells look like this:
Fireblast -> Pyro -> Fireblast (bracers)
That timing of it will change depending on procs.
