It’s to prevent no life mythic raiding tryhards from spam farming hero track pieces in preparation for their no life mythic raiding with the RWF ignoring that they’ll still split farm raids with their simps and alts to funnel gear around as best they are able.
Can’t just put RWF or even mythic raids on isolated realms with stat template characters for the controlled environment and let the actual masses have at the content anyway

Well blame early access, Blizzard gives in one hand and takes in the other .Before EA stuff used to unlock in a week.
