Lvl 85 and “Ineligible” for Hero’s Call: Uldum - for no apparent reason?

duplicate sorry - had incorrect character selected

I cannot obtain the Hero’s Call" Uldum quest anywhere; it does not appear on the Hero’s Call Board and when someone tried to share the quest it states that I am ineligible.

I am level 85 and want to build rep with Ramkehan but at this time cannot do anything with them.

HELP

if you quest through Deepholm, there will be a continuation which sends you to Uldum.
