Pretty sure they do. I had a level 50 boost sitting on my account that was upgraded to a level 60, and since I already had one level 60 boost, I ended up with two.

Well awakened raids are out and no update on this. And they have deals on the boosts. So whats the deal Blizzard?
I am pretty sure it is still 424. Which was probably considered “Raid Ready” for LFR in season 3.
Fun Fact, Blizz is selling these boosts on sale in season 4 and they still give 424 ilv which is 36 ilvls less than you need to do awakened LFR… so even after your boost you have to spend hours grinding random heroic dungeons to get the gear up, an alternative which helps barely is you can use a ton of dreamsurge coalescence to get 454 ilvl boa items at 100-400 dreamsurge or more per slot… still under the LFR requirements, any non awakened lfrs still give under 410 ilvl, and they removed the vendor for the flightstones gear at the mythic key panda in valdrakken… real crap show going on here… good thing I bought 3 boosts so i can grind more dungeons…
I boosted a character the first week of S4 on a Sunday afternoon at 3pm. I was above 490 ilvl by the time I logged Monday evening with about 6 hours played total. It sucks the gear is only 424 but it’s absolutely easy to get your ilvl up with all the catchup mechanics in place now. The unfortunate thing is there isn’t some sort of boost quest that shows all the easy sources of gear to get there.
