The current idea of putting Lunar Inspiration with Feral Frenzy is a horrible idea. It takes away gameplay choices from ferals in PvP, which is the opposite of what this expansion is supposed to be about. If Blizzard insists on it staying as a choice node with Feral Frenzy, I suggest re-working it to something different:
“Blood Moon. 40 yard range. Cost 50 energy. A blood moon’s beam of light pulses a bleed on your target that deals 10% spell power arcane damage and then an additional 20% of spellpower physical damage every 4 seconds for 18 seconds. Each time Bloodmoon’s physical damage over time effect damages an enemy, it adds an additional stack, with a maximum of 3 stacks. Each stack of Bloodmoon counts as a separate bleed effect. Using Ferocious Bite or Rip on the target consumes a Blood Moon stack, causing Ferocious Bite to deal 5% additional damage, and Rip an additional 15% damage.”
This allows it to be used by Ferocious Bite builds, but also allows it to be a powerful bleed over time effect that ramps up over time, utilized by bleed focused builds and worthy of a capstone ability.

spell effect AKA insta dispel…waste of development time, every healer will have a WA or simply see it and just presses his 8 sec CD dispel

Blood moon is a great name for a feral moonfire. I think the talent is over the top though.
Should be simple -
Converting moonfire to bleed damage. That way it stacks with the ferocious bite talent and would passively give 8% extra bite damage.
Its classified as a bleed. Cant be dispelled.
In terms of the talent, i dont think it should be reliant on a talent on the opposite side of the tree.
I think a powerful, slow ramp up bleed would fit better. A way to have it impact both bite and bleed builds would be beneficial to give more choice. With how good Feral Frenzy is for burst, any competing talent would need to be powerful to even present a choice.
Perhaps an Agony style bleed effect. I still like the stack mechanic because it provides skill expression, which is always superior to simply being another button to press.
then ye, sure, could be interesting…thing is, we cant even bring blizzard to do some decent changes with current talents, they just keep making the wrong choices…i cant imagine them designing a whole new ability 
I dont know how true that is…Guardian has quite a few new talents coming.
