Hello,
After killing several hundred mobs as a warlock it appears that the Lunacy Deck is bugged in the same manner it was prior to being fixed in 2.4.1. Specifically, as a warlock you cannot proc the Maniac (spell haste) or Dementia buffs (+/- %dmg).
If you read the comments from 2007 on this trinket you will see that an identical bug existed prior to 2.4.1. It was fixed by 2.4.1 and in 2.4.2 the buff durations were increased to 60s.
Since we are releasing the trinket in its 2.4.2 state, these bugs should also be fixed.

EDIT: I have determined that the spell haste and %damage procs are not available at all for Mages either. This is quite a substantial nerf to the trinket.
