I have no idea how I lost it, but I can’t see the quest and I’ve got nothing in my mailbox either. Any way to get a new one?

Just go to the Caverns of Time. You don’t need the quest. Chromie will be waiting.

Just to add - there is no reward at all for this quest, it only shows you where to go for the event. You really aren’t missing out on anything if you know where the Caverns of Time are already.
