After completing the pre-Shattering Bilgewater Harbor and Lost Isles zones for the initial goblin new-character questlines. I’m sent to Orgrimmar and told to deliver the SI:7 Emblem to High Overlord Saurfang at Grommash Hold in Orgrimmar. Unfortunately, per WoWHead and lore, Saurfang is deceased. The quest puts a completion marker about 70m above Grommash Hold in an inaccessible location somewhere in or above the roof.
I can’t retake the quest because the quest giver was in the Lost Isles zone, which I can no longer access. This quest’s reward is the goblin racial trait Pack Hobgoblin. Logging off had no effect, neither did re-zoning. I’m not using any addons and this is a clean install.

Did you check on the roof of Grommash Hold? There’s a ramp behind the building that leads to a bridge to get to the top.
Lore typically doesn’t matter for things like this - quest NPCs (even if deceased) usually make a reappearance if you have quests that involve them.
Yes. That gets me to the Valor NPCs. The quest marker is still about 20m above that, inside the minaret on the top of the keep. There’s no lift, portal, stairway, etc.; it’s inaccessible.

I understand that lore generally doesn’t matter for quest completion, but the NPC doesn’t exist, and that appears to be the expected behavior. So it’s unclear what the goal of the quest is, which would be fine if a racial ability wasn’t locked behind completion.
If I go inside the keep, the only NPC present in the main hall is Rokhan, who doesn’t accept the quest. None of the other NPCs I expect to find in there, including trainers and quest givers, appear, even though a quest-giver icon for Eitrigg appears on the minimap.
